Description As a topic, it is essential that all students are taught about effective leadership, its relevance in decision-making and its place in the complex management of the public services. The module introduces students to the main theoretical perspectives on leadership, and how these have developed and relate to the dynamics of the leadership and governance of public services. The module includes research on international perspectives about leadership, and culturally specific and gender specific perspectives. The module also includes current contemporary critical perspectives about leadership theory and research, which will help students to critically appraise ideas and practices about leadership that they encounter. By discussing the changing nature of leadership roles in public services globally today, the aim of this module is to ensure students develop effective and applicable leadership skills that they can begin to apply in their careers immediately. The module also introduces students to the main theoretical perspectives on political leadership and the role of officers/managers)/civil servants, and how these have developed and relate to the dynamics of the shared leadership role between managers and politicians in the governance of public services.
Learning Outcomes By the end of the module students should be able to:
  • Demonstrate an in-depth understanding of theories and concepts which distinguish managerial, professional and political leadership in public services and recognize how best to apply them in a range of practical real world situations
  • Critically analyse and apply the skills required to operate successfully with political leaders in the interface environment in different situations.
  • Critically appreciate the nature of professional competence and integrity in managing effective relationships and delivering public value
  • Formulate, apply and critically evaluate appropriate leadership strategies in a variety of different ‘change’ situations
