This module examines the complex challenges and considerations surrounding adoption of artificial intelligence (AI) capabilities in the public sector. It provides an overview of ethical, legal and social implications of using AI for governance and policymaking, and explores approaches for developing responsible AI solutions aligned with public values. The module covers research methods including literature reviews, data analysis, synthesis, and report writing. It also covers global developments in AI regulation and policy with implications for public sector governance. It equips students with knowledge of public sector dynamics including organisational behaviour, bureaucratic processes, regulatory environments, and stakeholder ecosystems. Through interactive activities and case studies, students will engage with real-world examples of AI deployment dilemmas and policy responses across different national and organisational contexts. The module nurtures students' written, oral and research skills to communicate understanding of the benefits and trade-offs of AI automation in pursuit of public sector goals, while ensuring meaningful human oversight and ethical considerations are incorporated throughout AI system design and implementation. By the end of the module, students will be able to operate effectively in the complex political environments surrounding adoption of transformative technologies in the public sector.
