Description
The aims of the module are:
1)to introduce participants to current issues and developments in public sector management and to provide insights into institutional and organisational reforms in the public sector in developed, developing and transitional countries and
2) to develop the student's skills and knowledge of leadership in a public administrative context, the distinction between leadership and traditional approaches to pubic management and administration, and the role of leadership in bringing about cultural change within public organisations, in order to improve services to citizens.
3)to provide students with an in-depth understanding of the theoretical and practical reasons for reforms and of the nature of change and innovations in public administration, management and leadership.
Contents include overview of new public management and leadership, civil service reforms, executive agencies and decentralised management, public-private partnerships, regulation, responsiveness in service delivery, performance management, managing change and capacity building in the public sector.
Learning Outcomes
By the end of the module the student should be able to:
Demonstrate in-depth understanding of key concepts in public sector management and leadership and their application in differing contexts
Understand and critically analyse problems in public management and leadership from different organizational theory perspectives
Critically assess different approaches to motivation, performance and change in public organizations
Demonstrate a critical understanding of bureaucracy and alternatives to bureaucracy in public organizations
