Description
This module explores the role of digital technology in the development and implementation of public policy. It introduces and unpacks key concepts and frameworks including: information management, e-government, digital era governance and ideas of a data revolution. It investigates debates surrounding the nature, value and threats offered by digital data. It identifies how and where digital technologies are disrupting practices of government and resulting consequences. It identifies the motivation to adopt digital technologies and transform public services with an aim to reduce costs. It showcases innovative methodologies inspired by design principles. The module focuses on the growing power and influence of social media in shaping the policy process and in the implementation of public service through digital forms of engagement.
Learning Outcomes
By the end of the module students should be able to:
Understand, distinguish, apply, and critically discuss key frameworks for conceptualising digital-era public policy.
Recognise and critically discuss the value of open and big data for public service.
Critically assess the motivation to implement digital technology in public service organisations.
Devise strategies for the implementation of digital engagement policies in public service.
