Description The module takes the practice of Human Resource Development and considers its rationale at the intersection of internal and external labour markets, its focus on training and developing existing staff rather than buying in skills through external recruitment. The relationship between the internal labour and external markets and human resource development practice is explained. The changing nature of the relationship between internal and external labour market as countries develop and industrialise is explored, as is the role of national Vocational Educational and Training (VET) and national human resource development (NHRD) strategies. Having considered the influence of national VET/NHRD patterns, the module focuses on the instruments of HRD within the public service, identifying and analysing the specific challenges and complicating factors of civil service HRD and how the policy responses to these have altered in recent years, Case studies from a range of countries, primarily China and India, are considered in order to analyse the interaction between internal and external (national and international) labour markets, national cultures and international trends in VET/NHRD policies and institutional practices in HRD in the public sector.
Learning Outcomes By the end of the module students should be able to:
  • Critically analyse the relationship between internal and external labour markets in the state sector and in key sectors in a given country context
  • Critically analyse different instruments of human resource development at service level in the public sector
  • Critically analyse different instruments of human resource development policy at national and sub-national levels
  • Critically analyse the influence of national culture and international trends on the formulation and implementation of national human resource development / vocational education and training policy at national level in developing or middle income countries
